It's perhaps easier to understand how Romeo could sneak into the Capulet party being well-known to everyone as a Montague, if his face is covered with a mask. On the other hand you can't see the actor playing Romeo emote unless he takes the mask off.
The most important element to utilize while working in mask is body language. Posture, and gestures become significantly more important when one can't see facial expression. Also, voice (if applicable) must be very distinct in purpose and intent in order to make up for the lack of facial expressions caused by the mask. Mask work is beautiful when done correctly, and a challenge every actor should attempt at least once in their life.
