Franklin Earl Lucas (born August 4, 1876 in Grant City, Missouri; died November 26, 1948 in Buffalo, Wyoming) succeeded William Bradford Ross as the thirteenth Governor of Wyoming, serving between October 2, 1924 and January 5, 1925.
