Wilhelm II (reigned 1888-1918). Later his politicians did in fact clip his wings. He presented them with a perfect opportunity for this when he gave a very foolish interview to the (London) Daily Telegraph. Among other things he claimed to have won the Boer War for Britain! People just fell about laughing.
