Nikita Sergeevich Khruschev was the de facto leader of the Soviet Union (as the General Secretary of the Communist Party) between 1953 and 1964.

Soviet Union did not have the office of President until 1990. Since the time of Stalin's rule, the position of the General Secretary was recognized as the most powerful in the USSR.
