I guess you mean cavalry and it is possible to argue in favour of any of the many cavalry officers on both sides. My personal vote would be for the US General Benjamin Grierson. It is interesting to note that at the time, several prominent cavalry officers declared that both the Sioux and the Comanche were the "finest light cavalry in the world", a term neverused to describe either Union or Confederate cavalry troops.
