I think this is an oddly good question. I think the initial responses to Photography were that it was a novelty, an advanced sketching tool for artists and a tool for science.
The most honest answer would likely be some anonymous hobbiest but the first photographer that I know of that seemed to work at making art from photography was Julia Cameron from about 1845.
