The first, and the last: Flavius Theodosius.
There were many Roman gods and goddesses but the Roman Emperor converted the Empire to Christ just before the fall of Rome.
Constantine the Great was the first Roman Emperor who supported Christianity. However, he got baptised only just before his death, and during his rule he retained his position as pontifex maximus, the high priest of Roman religion. He also associated himself with Sol Invictus/Apollo, the sun god and had a statue of himself as the sun god erected in Constantinople. He also encouraged the worship of he sun god and decreed that Sunday be a day of rest devoted to Sol Invictus (The Undefeated Sun). The first fully Christian emperors were Constantine's sons:Constantine II , Constantius II and Constans.
At first because they were different, they refused to believe in the Roman pantheon and that the Emperor was a god. Then, as Christianity took its roots, it became moreseo of a threat against the Emperor. At this point they began to outlaw the religion and persecute publically any Christian. Early Christian life wasn't easy.
It was Julian the Apostate who tried to revive the worship of the old Roman gods and bring the empire back to the original Roman values.

Christians (and also Jews) believe that there is only one God. Therefore, they considered the Roman Emperor's claim to be a god to be self-serving nonsense.
The roman emperor is not a god...
Nero was not a Roman god, he was an insane Roman emperor.
Caesar was often worshiped as a god, but I believe Caligula was the first to demand it.

Consantine the great had proohetic dreams about the Christian god helping him win battle. This led Constantine to become the first Roman emperor to convert to Christianity.
Leo is agnostic. He was born Roman Catholic but he does not study. He does believe in god, though.
You can believe in man as a god if you believe that there is a higher god (or gods) who grant divinity to the man. Thus, the Romans believed that their emperor could become a god (divus, not deus, the word for a true god), and Christians believe that Jesus is both man and God.
Because then, he is Divine Right ruler who only answers to God.
I believe that was Pluto.
