It's not possible to obtain assassin's blade in Just Cause 2. You can only use mod, which gives you skin from Assassin's Creed. But it is only skin, without blade.

The hidden blade as shown within the game is a fantasy weapon. While it may be backed by some mechanical work, designing one with the identical use and look may be impossible. Official concept art of Altair's hidden blade show a mechanism similar to a scissor lift, activated by the tug of pinky ring. Ezio's blade is a different style and most likely operates on a system of springs and locks.

Altair lost his ring finger because it showed that he as the user was committed enough to the blade, it also needed to be removed because that's where the blade comes out of and the ring finger would be in the way. That's why in Assassins Creed 2 when Ezio first gets his hidden blade Leonardo da Vinci jokingly tells him to put out his ring finger in order to cut it off. Ezio on the other hand does not need to get his finger cut off because over the years the hidden blade has been modified. It also shows he is so dedicated to the cause he will not fall in love and get married. As there is now no ring finger to put the ring on.
