A:Annas was a popular high priest whom the Romans dismissed in favour of his son-in-law, Caiaphas. Because of his popularity, many Jews still deferred to Annas as a high priest, while being required to accept Caiaphas as the official high priest.
The New Testament says that Jesus was taken to the high priest Annas who then sent him to the high priest Caiaphas. He was then sent to Pontius Pilate to be prosecuted for claiming to be the King of Jews.

Caiaphas was officially the high priest, but many Jews also continued to consider his popular father-in-law, Annas, to be a high priest, since he was deposed by the Romans. John 18:13 - Jesus was was arrested and taken to Annas and later to Caiaphas, his son-in-law.

It's a matter of hierarchy, like the Catholic Church has a high priest, the Pope, then under him the Cardinals who are chief priests, then other priests below them. Ancient Jews had their High Priest position, usually father succeeded by son within one family with direct lineage to Aaron. If the High Priest had brothers, those filled in as alternates, often holding high office in the Sanhedrin supreme court, or were assigned among the Chief Priests to rule the Levite tribe.
