You have to be very patient and believing. Even then, you might not see the Loch Nessie.
No one has actually seen 'Nessie'. There have been several 'photos but all are blurred, fake and likely both.
During the special preview of Cryptids Island (beginning December 2, 2010), anyone who spotted Nessie got a special Nessie hat. However, you could not always see Nessie, and when you did she was a distant shape on the loch. (see related link)

You go to the Pub and show it to them and go back to the rowboat and you'll see Nessie
You need a "closeup photo" of Nessie at Loch Ness. It is not the one that you take on your first trip in the rowboat. (You can examine it in your item bag and see the shadowy Nessie in the background.) Go back to Loch Ness, tell off the rowboat operator, and win a submarine ticket at the pub. After you dive in the loch and get another "Nessie" photo, take it back to the pub.
