The first black president of Mexico was Vicente Ramon Guerrero. This was in 1829 and he was the second president of Mexico. He was actually of Indian, African and white European descent.
He was the first elected president over more than 70 years that didn't belong to the Institutional Revolutionary Party (PRI). He belonged to the National-Action Party (PAN). His term lasted from 2000 to 2006.
As far as I know, no president were born/lived in New Mexico.
