Raffles did contribute to the raising of Singapore but I think William Farquhar also deserves some of the credit. He was the person who really developed Singapore while Raffles was away. Although he did not use Raffles plan, he was quite successful.
. Our group still regarded William Farquhar as the founder of Singapore. This is because after Raffles had signed the treaty with Sultan Hussein and the Temenggong, he left for Bencoolen where he was appointed the Lieutenant-Governor. Farquhar was then left in charge of the British settlement in Singapore. Farquhar was the one who cleared the jungle and built basic housing. He guarded Singapore against Dutch attacks and invited settlers from Melaka to come to live in Singapore. William Farquhar solved food shortage problem by spreading news to Melaka, whose traders brought food products down. Such as chickens, ducks, fruits, and other foodstuffs, which they sold at high prices. He solved crime and disorder partially by setting up a small police force to keep Law and Order. He eliminated the infestation of rats and centipedes by offering cash rewards for every pest killed. William Farquhar also stationed a British official on St. John’s Island to invite passing ships to stop in Singapore. Farquhar was also the commander of the British and Indian troops who were left behind with him on the island. When Raffles returned in May 1819, the quiet fishing village had become a little town full of new settlers.
