Dubai doesn't have a "President" because it's not a republic. It's a city in The United Arab Emirates which has a governmen system close to that of a monarchy( The rulers in United Arab Emirates don't have the title of "kings" they have the title "sheikh"). The ruler of Dubai is Sheikh Mohammed bin Rashid Al Maktoum ("bin" or "ibn" means son of).
If you are referring to Khalifa, then it is from the UAE President, thus they named it the Burj Khalifa Dubai.
