The reigning pope, at the beginning of the Council, Pope Paul III, called and approved the Council. He and his successors oversaw the Council, primarily through their representatives, they did not personally attend the Council.

Ecumenical Councils of the Church don't really have "founders". They are called by the Holy Father at that time, and guided by the Holy Spirit. Their members are the Bishops, who are attended by various priests and theologians. I guess you could say the founder was God, but that is really stretching a point.
