There was not a western Roman Religion, there was just a Roman religion. The chief priest of state religion was the Pontifex Maximus.

When Christianity spread in the Roman Empire it developed two main churches: the Latin/Western Church (the main form of Christianity in the western part of the empire) and the Greek/Eastern Church (the main form of Christianity in the eastern part of the empire). Later they came to be called Catholic and Orthodox respectively. The leader of the Latin Church was the Bishop of Rome.

When the Roman Empire adopted Christianity as its state religion, the spiritual leader of the western part of this empire was the Bishop of Rome. Prior to this, Roman religion did not have a spiritual leader.

The entire Catholic Church, western and eastern Rites has only one leader, and that is Our Blessed Lord, Jesus Christ. He is the Head of His Church, but He has appointed St. Peter and his successors as His Vicars on earth (see Matthew 16:17-19 and Isaiah 21:15-25 on which Jesus is referring) to lead the Church. So the visible leader of the Church is the Pope in Rome, and he is the leader of the western and eastern Rites.
