After Joshua's death, the Israelites were given land allocation based on tribes. So they separated into the twelve tribes and began dwelling there.
Since Moses (the mediator of the covenant) and Joshua (Moses successor) were gone, "Judges" were raised up to help govern the land.
These Judges were selected by Jehovah God and there were Judges from various tribes.

The first five books of The Bible (Genesis, Exodus, Leviticus, Numbers & Deuteronomy) were written by Moses.
The sixth book "Joshua", was written by Joshua himself.
The seventh book "Judges" covers the approximate 330 years when Judges were viewed as the law of the land. This book was written by the prophet Samuel.
Samuel had the privilege of anointing Israel's first King, Saul.

No one person succeeded Joshua when he died, but there was a group of elders who were with Joshua and knew the LORD. They more or less kept control of the nation until they died off and the next generation knew not the LORD. This began the age of the Judges (Men and women whom God raised up to deliver the people of Israel out of trouble and problems when other nations tried to take them over). During the time of the Judges the Bible tells us, "In those days there was no king in Israel; everyone did what was right in his own eyes. Not a good age for Israel.
