George W. Bush won the Election of 2000 with the second-highest number of national popular votes. Of the three times that happened in U.S. history, that was the only time it happened during the 20th century.

OK, literally that happened four times, because in 1824 John Quincy Adams, who won the election, had the second-highest popular vote total from all the states in which the voters chose the electors, but he also had the second-highest electoral vote total (nobody received the minimum number of votes so the House of Representatives elected the President as prescribed in the U. S. Constitution).
