First of all an empire is not a person and therefore not a 'who'. Secondly there was only one Roman Empire. The western part of this empire fell under the weight of the invasions by the Germanic peoples. The eastern part continued to exist for another 1,000 years. Historians have coined the term Byzantine Empire to indicate the eastern part of the empire after the fall of the western part.
