For the Free State it was Éamon de Valera and for the 6 counties of Ulster [Northern Ireland] it was first Chamberlain then Churchill [leaving out the president of Ireland and the King of England]

The Republic of Ireland (Eire) was officially a Neutral Nation in World War Two, though the situation was not a clear-cut as say the Neutrality of Switzerland. There was some sympathy for the German cause, however, mostly due to intense anti-British feelings. Some Irish did volunteer to fight in Allied service, though not as representatives of Eire.

As Northern Ireland was part of the United Kingdom, people from there fought with the various British armed forces.
