After the Geneva Conventions in 1954 Vietnam was split into two, North Vietnam (communists) and South Vietnam (democrats). The leader of the North was Ho Chi Minh. The leader of the South was Prime Minister Ngo Dinh Diem, who was later elected president of South Vietnam; and overthrown by his own general in a coup d'tat in 1963. Nguyen Van Thieu took over, as leader of South Vietnam, for the remainder of the war.

There was no ONE party in control of Vietnam. Initially it was North and South Vietnam. But after the U.S. and the Soviet Union had left, South Vietnam was converted to communism and a treaty of sorts was created, unifying North and South Vietnam into one country.

The US offered to help south Vietnam in 1961 to help Vietnam preserve its independence from the North. It was during the Cold War, and the US was fighting Communist Russia across the world.
Well, for one thing, North Vietnam no longer existed after the war. There was only "a Vietnam." Secondly, the former "North" Vietnam was the victor during the war...and the victor seldom needs economic aid. And third, the victor was a communist enemy during the cold war...the Commander in Chief, President Nixon, in all probability wouldn't have aided and abetted the enemy.
