J.T Wilson was the one who came up with the theory of plate tectonics. Harry Hess came up with the theory of sea-floor spreading. Alfred Wegener came up with the theory of continental drift and Arthur Holmes proposed a suitable mechanism for this to occur (mantle convection).
But plate tectonics is the theory which suggests that the Earth's crust is made up of solid plates moving relative to each other. Plate tectonics and the plate tectonics theory aren't really two separate things. However plates are pieces of the Earth's crust which are moving.
Alfred Wegener is the scientist credited with proposing the theory of plate tectonics in 1912, although his ideas were not widely accepted until later.

The lithosphere layer of the Earth is made up of plate tectonics. This layer consists of the Earth's crust and the upper part of the mantle and is broken into several large and small plates that float on the semi-fluid asthenosphere below, creating the movement of plate tectonics.
