I would say Gerald Ford was the likely the most muscular since he was an outstanding football lineman. Dwight Eisenhower and Ronald Reagan also played College Football and were serious about it . Reagan was also an outstanding speed swimmer which requires muscles. William Howard Taft was a boxer when he was young and was a big man and so was no doubt pretty muscular when he boxed. George Washington was credited with legendary feats of strength but I do not know how much was legend. James Garfield was said to very strong as was Abraham Lincoln. Both had considerable experience with swinging an axe which definitely builds muscle. Of course, all of of these men were past their physical prime and had had desk jobs for several years when they became president.

George H. W. Bush,John Kennedy and Barack Obama were athletes but they were not what I think of as muscular.
