Gerald Ford was Vice President and President without being elected.

Due to the Watergate scandal, Spiro T. Agnew was forced to step down from his role as Vice President. At that time Gerald Ford replaced him.

A few months later Nixon was also forced out of office. At that time Ford took over the office.

Gerald Ford was appointed Vice President by Richard Nixon after Spiro Agnew resigned due to legal troubles. When Richard Nixon resigned instead of going through an impeachment trial Ford became President. He was not elected by the people to either position.

All presidents that were legally elected took office, although William Henry Harrison died after only one month in office and was too sick during most of that month to do much serving.

Al Gore in 2000 and Samuel Tilden in 1876 won the popular vote but did not serve as president because the popular vote does not directly determine the president and they lost in the Electoral College vote. This was also true of Andrew Jackson in 1824 and Grover Cleveland in 1888 but these men went on to win the next election.

It should be noted that Andrew Jackson did have the most electoral votes in the election of 1824, but because he did not have more than half of them the House of Representatives elected the president, and they chose John Quincy Adams, who came in second in both popular votes and electoral votes.
