Gaskins killed his victims in several different jurisdictions within South Carolina, including one while actually in prison. THerefore no, one, agency had jurisdiction over him unless you want to say that the State Police would have.

Pee Wee Gaskins, whose real name was Donald Henry Gaskins Jr., was born on March 13, 1933, in Florence County, South Carolina. He gained notoriety as a serial killer and was active between 1969 and 1975.
Pee Wee Gaskins, otherwise known by his legal name Donald Henry Gaskins, was first arrested and charged with attempted homicide on a teenage girl. Later in life he killed an estimated 10-110+ people, and was arrested for serial killings.
Pee wee Gaskins first killing was committed by mere chance when in 1946, at the age of 13, a girl he knew interrupted him burglarizing a home. She attacked him with an ax, which he managed to get away from her, striking her in the head and arm with it before running away from the scene. The second one was committed by chance and not by intentional motives also so as a killer he was disorganized getting caught both times serving terms.
Pee Wee Gaskins is buried in Florence, SC at Gaskins Cemetery. Its very hard to track down. Actually, Pee Wee was creamated and his ashes (or at least most of them) were scattered in an area called "The Neck" near Prospect, SC. There is a photo of his daughter scattering the ashes in certain printings of the book "Final Truth". There is a Gaskins Family Cemetery not too far from Prospect but Pee Wee is not buried there.

Yes Donald "Pee Wee" Gaskins was a cannibal. He would torture his victims by rippng apart some of their body peices then eating them in front of the victim.I think I would change this to "Pee Wee" Gaskins reportedly ate some parts of his murder victims. He says he does in his autobiography The Final Truth, but they didn't find any of the victims that he did this to. He said he killed close to 100 people during his "Coastal Killing" years, but none of the bodies have been found, and he only gave name to one of the victims. Most people say that it's a fact that he killed over 100 people, but really, no one knows. Only about 20 of the bodies were found, and they were all part of what he called his "Serious Killings". People he knew personally.
