Ottoman Empire was based in Istanbul, Turkey (for the second half of its existence).

The first ruler of Ottoman Empire was Osman I. The most famous rulers of this empire were Mehmet II the Conqueror (el-Fatih) and Sultan Suleiman I the Magnificent (al-Qanuni). The final ruler was Abdülmecid II.

Fatih Sultan Mehmet (a.k.a Fatih the Conqueror) is probably the most famous one. He conquered Istanbul (Constantinople) and he was one of the greatest sultans that the Empire's ever seen. Kanuni Sultan Suleyman (Suleiman the Magnificent) is the second most famous one, I think. He was known for being just and merciful. Yavuz Sultan Selim who happened to be the father of Suleiman the Magnificent is famous as well. He was the first Ottoman sultan who held the Islamic title "Caliph".

The Ottoman Turks are a fighting force that has existed for over 600 years and participated in tens of thousands of battles, so there were numerous military and political leaders to speak of. Probably the most famous are the founder Osman I and the four major leaders of the Ottoman Golden Age: Mehmet II el-Fatih/the Conqueror, Bayezid II, Selim I Yavuz/the Grim, and Suleiman I el-Qanuni/the Magnificent.

The political leader of the Ottoman Empire was the Grand Vizier. He headed the Divan, a group of viziers. The Divan and Grand Vizier gave council to the Sultan, the supreme ruler.
