Presidential succession assumes that the offices above the individual are all vacant at the time. (An example is that there was no Vice President immediately after Spiro Agnew resigned in 1973. So the Speaker of the house would have become President if Nixon had suddenly died or been incapacitated.) ============== The Speaker of the House does not become Vice President (unless he runs for the office and is elected or he is appointed by the President and confirmed by Congress to fill a vacancy). Gerald Ford was not Speaker of the House. He was the Republican Minority Leader at the time he was appointed to fill the vacancy left by Spiro Agnew. The Speaker of the House would become President if there were no Vice President who was willing and able to serve as President. If the Vice President resigns or dies, it can take time to appoint a new VP and to confirm him or her in Congress. If anything should happen to the President during this time, the Speaker would be next in line. Also, if some tragedy should occur that would take the lives of both the President and Vice President at the same time, the Speaker would take over.
