Rhode Island is where the religious dissenter went. The Puritans were not big fans of religious tolerance. In fact Roger Williams the founder of Rhode Island fled his home in the middle of a cold January night in order to avoid arrest for his religious views. The Puritans "shining City on a Hill" was not for people who did not agree with them.
Even though the Puritans fled England to avoid religious persecution, they did not extend that same religious freedom to others once they got to established heir own colony in Massachusetts. Williams founded Rhode Island as a sanctuary for those who faced religious persecution in Massachusetts.

Anne Hutchinson was banished from the Massachusetts Bay Colony and found refuge in Rhode Island. In 1987 the ban was lifted when she was pardoned 350 years after the fact.
Roger Williams was only one of the many who found refuge there.

Rhode Island was settled by colonists who were forced out of Massachusetts. The First of these was Roger Williams, a minister. Williams felt that people should not be persecuted for their religious practices. In his view the government should not force people to worship in a certain way. Williams also believed it was wrong for settlers to take land away from the natives. The ideas of Roger Williams caused him in 1635 to be banished by Massachusett's leaders. In 1636, he fled to the south and founded Rhode Island.
