Adolf Hitler was the Fuehrer ("Leader") of Germany when 1945 began, and remained so until he committed suicide on April 30. Hitler's successor was officially Admiral Karl Doenitz who was made President. However, Germany had been almost totally occupied by the Allies, and President Doenitz only controlled Flensburg, a German town on the border with Denmark. Nor did the Allies recognize his government, which ended three weeks later when Flensburg was captured by the Allies and Doenitz was arrested.

After the war finally ended, it was split up by the four major Allied Powers (the US, UK, France, and Soviet Union). Due to the occupation, there was no German government and nobody who could be considered "ruler" until 1949.
