There were over 600 generals in the Union Army in 1862. This included the soon to be retired General in Chief Winfield Scott. Later the two leading Union generals at the beginning of 1862 were General in Chief George B. McClellan who's prime responsibility was leading the Army of the Potomac in the Eastern Theater, however as general in chief he was in charge of the entire Union army. In the Western Theater, the main general was Henry W. Halleck. He reported to McClellan at that time. In 1864, Major General US Grant was promoted by President Lincoln to be the General in Chief. Grant had been assisted by General Sherman in the Western Theater.

The Union forces at Martinsburg were commanded by Brigadier General Julius White. Union troops there outnumbered the Union forces at Harper's Ferry. As Halleck and McClellan argued over Harper's Ferry, General White had received no orders from Washington DC. In that situation, General White decided to remain where he was in Martinsburg.

As the new Union General in Chief George B. McClellan was making plans in the East for the Army of the Potomac, General McClellan did not neglect the Western Theater. He appointed General Don Carlos Buell to head the Department of Ohio, and General Henry W. Halleck to head the Department of Missouri. As an aside, at the time, little did both McClellan nor Halleck know that before the year of 1862 was over, Halleck would replace McClellan as general in chief.
