A civil war is by definition a war within a country, so it is not "against" Another Country.

The American Civil War was fought between the "Northern" (Union) and the "Southern" (Confederate) States.

Northern and Southern are general terms - and there were some States where support was split, though there was usually an official position of the government of the State.
