Following the inevitable retirement of the elderly incumbent General-in-Chief Winfield Scott, Lincoln appointed the popular George McLellan in his place.

In the West, the top command soon passed to Henry Halleck, whose subordinate U.S.Grant was achieving impressive victories.

Both McLellan and Halleck were too slow and deliberate in their strategy, and missed vital opportunities to destroy major Confederate armies.

Halleck, however, became General-in-Chief in 1862, while McLellan was replaced by Burnside (also too slow), then Hooker, who looked hopeful but was wrong-footed by Lee at Chancellorsville. His replacement, Meade, won Gettysburg and perfomed competently until Grant was appointed General-in-Chief in March 1864.

Grant kept Meade as commander of the army of the Potomac, but travelled with it in his mobile HQ, causing a certain amount of confusion.

Meanwhile Grant appointed Sheridan to devastate the Shenandoah, and Sherman to destroy the Army of Tennessee.

The Northern war machine was then on course for victory.
