England had a claim to the state of Georgia in the 1500s; however, the Spanish were the first to build and settle a fort on St. Catherineâ??s Island in 1566. By 1663, England was ready to reassert their claim to the land. In 1670, the English stabled the settlement at Charles Town (now Charleston).

There is no definite person only the fact that it was established by people under debt by the king of England in the early 1600's and late 1700's.

George Oglethorpe founded the colony of Georgia for people who wanted to escape dept they had in England.
