Hernan Cortes was not "sent" by any royalty.

Cortes was born to a family of minor nobility from a very poor area of Spain known as Estremadura. When he was about 18 he went to Valencia on Spain's east coast with a view to particpating in the Italian wars. Instead about a year later he sailed for the island of Hispaniola. At that time he was 19. He was a farmer there for 6 years before he associated himself with minor authorities and began to work to increase his prospects and circle of more powerful friends. He was given increasingly important positions until he was sent to Mexico in 1519.
