Actually, there have been many US presidents who have served as military officers and therefore, "commanded troops" during war time (24) although several (6) had non combat service only. Additionally, there were a couple of presidents who served as junior enlisted members only (i.e., privates) and therefore, did not "command troops.":

Presidents do not actually command troops in war time. They appoint the generals who do the commanding. They may suggest strategy and put new generals in command if the war is not going the way the president wants.
