Russia (Back then the USSR) and the United States. Both countries began a race to become more technologically superior than the other that would later lead to the Cold War. In fact, there was also a race to purchase former Third Riech Scientist because both countries were so desperate to out preform the other.

What set off the fuse between the two powers was Soviet KGB agents stole the plans for the A-Bomb. So the US had to get into action if they wanted to avoid nuclear war.
