No, not without it being removed when sighning into live. So your best hope is to get all vidmasters or find a bungie member to give it to you.
How do you get recon on halo3 with out being employ or getting vidmasters?
You can't, except for two ways: 1) know someone at Bungie 2) win one of the occasional contests or beat them in a community humpday

You can get Recon Armor in various ways, 1. Do something good 2. Do something amazing in Matchmaking 3. Complete all 7 Vidmasters 4. Get something in Bungie favorites WHATEVER YOU DO, DO NOT ASK BUNGIE
What happens when you earn all achevments in halo 3?
idk congrats?, but when u also do the all vidmaster achevments you get recon but since odst came out u now have to do those Achevments(new vidmasters) in order to finallly get recon from bungie, to get that when u get all achevments go to bungie and tell one member of bungie u got it and he will see it then give u recon armour(recon armour(rare) is sumthing bungie members had but now they are being given to ppl who won all achevments(including vidmasters).)
