Certainly the Exporter.
FCA means Free Carrier.
The New INCO Terms - 2010, clearly says that the Exporter should pay the first carrier charges. The Importer should have to mention the place at where the consignment is to be loaded in the container. After the container is loaded with the consignment, the Exporter is not responsible for the shipment. The responsibility passes over to Importer from Exporter.
