The United States tried to build a nation with moderate success, but eventually left the Iraqis to finish the project. In the Syrian Civil War, I would argue that ISIL and the Assad Regime are doing better than the Kurdish militias and the Free Syrian Army, but are not able to win against the other. In the Iraqi Insurgency, I would say that ISIL is winning.
Those who are fighting in Iraq are people belonging to different conflicting political agendas from the west and east besides those who are resisting foreign occupation.
