No one "wins" the Medal of Honor. As the US' highest military award, it must be EARNED. The language governing the award calls for "conspicuous gallantry and intrepidity at the risk of life, above and beyond the Call of Duty, in action involving actual combat with an opposing armed force".
The Medal of Honor is awarded by the United States government to members of the armed forces who have displayed exceptional valor in combat. It is not a competition or a game, so there is no "winner" of the Medal of Honor. It is earned through extraordinary acts of bravery and selflessness in service to one's country.
Metal of Honor was created in 2006.
