A tribunal normally involves a medical professional, i.e a Doctor, then a Social Work professional, which is a Social Worker, and then there is another which is neither professional nor relation to the person who requested the Tribunal, and this final person is known as a lay man (these can be business men/women, but not a health professional nor relation)
