I would contact a local paver or contractors to install or make it myself. Other home remodelers I may contact include Sears and/or Home Depot. To make one myself, I would buy the supplies and invite some friends over to help.
There may be a sandy and dusty grid on a new concrete driveway due to wind blowing debris onto the concrete when drying. This may have also been mixed into the cement while it was being made.
a paved driveway would not be considered a man made structure as a driveway would not meet the normal definition of a structure (as defined in a dictionary) in my mind, a driveway would be considered a 'use' of land that would be regulated by local zoning by-laws or ordinances
i would probably get concrete and make little hills around the side of it about 3 or 4 inches high but my pa used assphault by................................................
Concrete is porous. The oil would seep out of a tank made of concrete.
Some mixes are made specifically for thin coating existing concrete and hold up pretty well. Usually the existing concrete must be etched or a bonding agent must be placed to insure good adhesion. Check on the internet for information on driveway sealing products.

It would help to know what your driveway is made of (blacktop, brick, concrete, etc.) The best thing you could use would be "Lime Away" they sell it any big box store or even Walmart & Target may carry it. It is safe on brick & concrete, pour a little bit directly onto the stain & rub with a wire brush, just hose away! Of course if your driveway is black top just get a can of black spray paint, or seal coat it.
