the members of the lower house
The Virginia Plan, inspired by James Madison, proposed that both houses of the legislature would be determined proportionately.

Voters elect representatives.
At this time (May, 2012), Virginia does not have a Governor-Elect. Virginia's most recent Governor-Elect (November, 2009 - January, 2010) was Bob McDonnell.
The U.S. Constitution initially entitled Virginia to elect 10 voting members to the U.S. House of Representatives.
Bicameral Legislature Body, the voters elected members of the lower houses and the lower houses elected the members of the upper houses. The two houses together would elect the President of the state.
The reason for the bicameral legislature dates back to when The Constitution was written. The New Jersey plan wanted every state to have an equal vote, which favored small states. The Virginia Plan called for representatives, with more populated states getting more representatives. In Congress, the Senate is the New Jersey Plan and the House of Representatives is, obviously, the Virginia plan. I'm not sure, but I believe we elect both.
Voters directly elect members of the Senate and members of the House of Representatives
In a parliamentary system voters elect the members of parliament but they do not elect the leader/prime minister. The members of parliament elect the leader.
the people elect them (vote).
Congress doesn't elect new members. The people from their state elect the people who will represent them in Congress.
