Captain America's "superpower" is that his abilities represent the peak of human abilities. He is as strong as the strongest weightlifter and fast as the fastest runner. However, he doesn't really have any powers that a person couldn't get with a lot of training. Other assets for him include his tactical experience and his indestructible shield, which he's unnaturally good at using as a returning projectile. Some appearances, including the pre-Comics Code Authority stories and the recent Captain America movie, also portray him as using a run-of-the-mill pistol.

Assuming you mean the DCU's Billy Batson when you say "Captain Marvel" (the Marvel universe also has a few "Captain Marvels"): Captain Marvel has actual superpowers. He has Superman-esque speed, strength, stamina, and invulnerability. Also, he can fly and control lightning or something like that.

So, realistically (as much as the word applies to superheroes), Captain Marvel would probably win.
