This, like all "who is better" questions, is subjective. Each character has their own advantages when playable in Megaman and Bass, and they each have cool aspects. However, I personally think that Bass is much "better" than Megaman: his attacks in Megaman and Bass are much more useful against enemy swarms, he is somewhat more versatile, and in general he is just a bad*ss. However, you should draw your own conclusions.

In Megaman Battle Network 6, It doesn't have The Undernet 3, but it has Undernet Zero where you can fight Bass at there.

There is a giant tree in the middle of Green-Area 2. Go to it and inspect it. On the back of it, hidden from your view should be a wormhole. Press A near it and Menaman will ask you if you want to jump into it. Agree. Follow the path in Undernet-Zero until you come near a tombstone / grave / monument. Inspect it. Bass will appear, though as usual. He drops a Bat Key. It unlocks a gate in Graveyard-Area. Also, at the back of Graveyard-Area is the second Bass / Forte fight. The third Bass encounter triggers when you go to Underground-Area, the place where you took a Link navi to to fight Cybeast Megaman. Step up the ramp and face two enemies: Cybeast Megaman once again and right after him, Bass. After you destroy him, he becomes a random encounter in that area.
i dont not if this is right but you must beat bass in nebula hole 6
