This is a nonsense question. The EU is only a quasi-government, in that it looks a whole lot like the pre-Constitution United States (that is, a lot like the United States under the Articles of Confederation).
The EU is a confederation of independent nation-states, loosely bound together by some common economic and social policies that they've all agreed to adhere to. Warmaking requires a strong central foreign policy decision maker, one who can enforce cooperation amongst their constituents. This does not exist inside the EU. The EU has no more the ability to declare and fight a war (as an entity) than the Federation of American States, the East Asian Economic Union, or even NATO (which, cannot fight a war as "NATO", only as its constituent nations).
In any case, assuming you meant "If all military forces of all EU countries were combined to fight the US, who would win?" the answer would be: the US. It still has a larger armed forces than all of the EU, and out-spends them by a considerable margin.
Remember: the US Defense Budget (not including the "Emergency" appropriations for the US Wars in Iraq and Afghanistan) still exceeds the total military spending of the ENTIRErest of the planet.
