It was a promise made by Germany to the United States in 1916 alowing armed merchant ships, but not passenger ships, to be sunk without warning. However, a cross channel ferry named the Sussex was torpedoed without warning on 24th March 1916 and 50 lives were lost. President Woodrow Wilson warned Germany that this action would not be tolerated. Germany again promised a change in warfare on the 4th May 1916 by issuing the Sussex Pledge. The Pledge was rescinded in 1917 and thus the USA entered the war
