when you make your twitter page it asks you do you want to upload a photo.
You can't you have to do it on the web version of Twitter.
You will have to use software outside of Twitter to do so before uploading to Twitter.

You are able to change your Twitter photo by going through these simple steps. 1) Log onto Twitter 2) Click on settings at the top right hand corner of the screen 3) Click on your name. 4) Change photo (choose from existing or take another photo) 5) Select the photo you would like to use. 6) Save After following these steps, you should have a new profile picture.
Its basically your twitter "profile picture"
You can snapshot the photo with your phone and then crop the picture to fit Twitter frames.
