Why Does My FPS Drop So Much in Competitive Fortnite?

I've had fps issues for months. I will be 165 fps early/mid game then right when I start building or fighting it goes to like 60-80 fps. Then when I finish the fight it goes back up. My fps is even bad in creative (a mostly offline mode with just yourself). I have a powerful enough computer since i had always had solid 165 fps (unless end game in scrims obviously). I have a sapphire pulse 5600xt and a ryzen 5 3600xt, an msi x470 gaming plus pro, 2x 8gb 3200mhz corsair ram, Samsung 500gb pro nvme m.2. A 650w corsair 80+ gold psu. I play on all low settings and have updated all drivers and windows updates. I've swapped every single part over time. At this point, every single part in my pc is brand new except for the case, so its not that it was a bad part that had gone bad or anything. I've factory resetted and re-download windows. I've tried overclocking. Doesn't help. My irl friend has the same specs and has solid 144 fps and never drops from that early or mid game. I've fully optimized my pc as well (changed all windows, bios, and game settings for best performance). No background apps taking up ram or cpu power, etc... I've tried all the basic and somewhat deep settings and troubleshooting things. Thanks in advance for any help :)
