Why 1985 Corvette 5.7 TPI Backfiring more often when cold and sometimes doesnt do it at all fuel pressure over 35psi new fuel filter?

The backfiring when cold is just that, the car isn't warm yet so the fuel detonates in the exhaust, and also the computer sets different timing. If there is too much fuel pressure, check the fuel pressure regulator, it is a cheap little rubber disk that can make an entire V8 run very poorly! First go back to basics and be sure the timing is properly set and the vacuum advance is working.
