The catalytic converter is probably doing all the work. There may be no need to recirculate the exhaust gases. ed724

an egr valve opens to put inert gases in the combustion chamber to lower the temperature. this is done to reduce NOx emissions that are produced at high temperatures.
Egr valve is for emissions it reduces nox so will not be harmful to engine
Replace the EGR valve. It routs 1200 degree exhaust into the 1800 degree combustion chanbers to decrease preignition and reduce nox.

With NOx numbers this high, it says the EGR system isn't working correctly. At idle, the EGR is closed. At speeds, the EGR is open. See if you can move the EGR valve diaphragm by hand when the car is idling. The car should die or want to die. If it doesn't do this, it could be plugged up. Remove the EGR valve and clean any carbon deposits in the valve and also do the same on the engine side where the EGR is connected. Also, to reduce your NOx emissions reading, replace your spark plugs, wires, distributor cap and rotor. Then, retard your timing as much as possible. This can be done by loosening the 10mm nut next to the distributor and turning it clockwise, then re-tighten the bolt.
An EGR valve, is an emission control device/smog equipment. It allows burnt exhaust gas to enter the intake charge during light throttle operation, to help reduce the amount of (NOx) produced by the engine.
A bad EGR valve would be the first place to look, because the EGR was invented to kill NOx. Improper engine timing, a lean air fuel mixture, and problems with the cooling system can also increase NOx.
Either clean or replace your EGR valve.. this should help.
NOx in the emission system would be the engine temperature burning to hot there could be a couple of problems but most of the NOx problems are a failing egr valve it circulates air in the engine and exhaust to help keep he engines running temperature down i would say replace the egr valve and your set
Check your EGR valve. I have a 95 Accord and failed with High NOx, double the limit. I replaced the EGR valve and cleaned the EGR ports on the intake, they are under the fuel rail. I passed on the second attempt. The ERG valve was 140.00. It took a few hours to scrape the carbon off the clogged ports, some carb cleaner helps.
